(2024) M. Mazzarella – L’organizzazione amministrativa alla prova delle nuove politiche ambientali

Public administrations, in fulfilling the constitutional provisions, must no longer direct their activities only towards the mere protection of the environment, understood as the defense of nature from human intervention. Instead, they must act with the aim of achieving a dynamic balance between the environment and development, utilizing natural resources appropriately. Therefore, the powers and responsibilities entrusted to the protagonists of the ecological transition process of central administrations will be studied (such as those of the Ministry of the Environment and Energy Security, the Interministerial Committee for Economic Planning and Sustainable Development, and the Interministerial Committee for Ecological Transition). The origins of the debated division of competencies between the State and the regions and the role of local authorities in environmental matters are inevitably brought into the picture and are subsequently analysed.
