This article starts from the premise of the almost complete lack of legal contributions on the topic of Circular Economy and offers a definition of this concept. The Circular Economy represents a model of economic development involving three different meanings: the first is more immediate and it is linked to the protection of the environment, especially to waste management; the second is referred to economic aspects and concerns a more efficient use of raw materials; the third is the most innovative and it is related to Bioeconomy. The word “Bioeconomy” stands for a model of economic development which starts from agriculture, goes through industry and waste and returns to agriculture. The A. analyzes the consequences that such a model of economic development entails on the tasks of legislative power and of Public Administration, coming to the conclusion that nowadays a new State model is drafted which is precisely the Circular State.
